In years past, the Montana Rescue Mission would open it's doors to anyone seeking shelter from the cold and snowy Billings weather.  They did have one exception of those who had a blood alcohol content of 0.2 or above.  They have now changed those rules.  Those who have alcohol on their breath or are intoxicated at any level will not be allowed to stay.  This year, the mission will move those who are turned away from the mission to the Community Crisis Center.  CCC operates on county funding and grants, and is owned by the Billings Clinic, St. Vincent Healthcare and RiverStone Health.  MRM say's it's a liability issue and they simply are not staffed to handle the technical care required for someone who is intoxicated.  The question now comes down for room at both facilities.
