Justice (?) for 4 Montana Women; Lame Deer Man Gets 21 Years

Theo Summers Buffalo Bulltail received 21 years in prison for the assault and torture of four women on the Crow and Northern Cheyenne reservations, with illegal firearm possession on top. The sentence came July 17th after he pled guilty in February.
Considering the harm he inflicted, is 21 years justice enough?
In the press release from the U.S. Attorney's Office, each woman is referred to as "Jane Doe." Here is the summary of his abuses, not in chronological order.
Lady #1
April 2022, Buffalo Bulltail hit her with his hands and with an axe, breaking her foot and nose, then proceeded to torture her for days in a Lame Deer house. She finally escaped and found assistance from a truck driver.
Lady #2
On the Crow Reservation, Bulltail drove her into the remote countryside, where he strangled her and threatened murder. Then in March 2022, when she refused him the car keys, he struck her twice and broke her nose.
Lady #3
Pryor MT, July 2022. Bulltail assaulted her with a large knife, cutting her in the arm.
Lady #4
July 2022, he drove this woman to Lodge Grass with the verbally admitted intent to sexually assault her. Bulltail forced her to undress, then shoved her out of the vehicle and then pulled her back in by the hair. He may have wanted to drive her elsewhere, but the car was stuck in mud. Lady #4 dressed and fled.
The next day, Bulltail found her, took her to another house and assaulted her. She ran from the residence at first opportunity.
Firearms Charges
With a rap sheet of five felonies, Mr. Theo ran from a traffic stop in January 2022; officers caught him and made the arrest. They found a sawed-off shotgun, .40 caliber ammo and meth.
Justice Served?
I suspect Mr. Theo Summers Buffalo Bulltail pled guilty to all these charges to get a reduced sentence. He knew the gig was up and a jury conviction would mean much more time.
