What’s Up with the New Street Light Fixtures in Billings?

How you ever found yourself driving and you notice something new?  "Where did that come from?"  I was driving the other day down 2nd Avenue North near North 15th and saw these new light fixtures.  When did they go in?  More importantly, why?  They only go for about 6-8 blocks.  Is the city renovating the neighborhood?  How do you feel about them?  Do you think the city is wasting money?  Are they even appealing?
