Did you know there is a Billings city ordinance that prohibits people on parade floats from  throwing candy out to the spectators?  Well, I did and I've been in many parades in my 37 years of radio.  This year the St. Patrick's Day Parade is actually on the day and this year it's a Saturday.  The Downtown Billings Alliance (DBA) is afraid there will be a larger than usual crowd.  The DBA is permitting parade participants to walk into the crowd and handout candy.  They say the best situation would be handing out candy at the Celtic Fair from 10 am to 2 pm along Broadway between First and Third Avenue North.
